Question for KUWAIT INTERNATIONAL AUTO. CLUB (KT)

Is the Kt issued in Kuwait with a valid Kuwaiti driving licenses.
Is it valid to use in Thailand?
I presently seen a Kt booklet all coubtries are mrbtion but Thailand is nit one of rhem.
